I’ve been in IT consulting for more than a decade and it never ceases to amaze me (although it shouldn’t) that the most flexible tools with the most practical applications tend to be the simplest ones.
Hence, I was very pleasantly surprised when I inadvertently stumbled across Atlast Solutions’ File Notes Organizer v3.2 (FNO3). FNO3 is a file annotation tool, which provides a means for you to organize, catalog, tag, and manage files and documents on your computer system. I say "system" because FNO3 lets you work with files stored on your hard drive, shared network drives, and even files stored on a collection of CDs.
The application is very easy to use. If you can use Windows Explorer to navigate volumes, folders, and files, then you’ve already conquered about 85% of the learning curve...

Windows' less-than-stellar file-management skills become evident once a PC is jam-packed with documents, but Atlast File Notes Organizer Pro delivers an alternative way to organize your data. The program lets you attach up to four notes to files and folders, and you can even annotate several documents at once. The utility also helps you arrange files such as video fragments and images with its bookmarking feature. Although we generally like how this program works, the cluttered interface makes it seem more complicated than it actually is. Most users should be able to find their way around the app fairly quickly. If you're buried under tons of documents, we recommend Atlast File Notes Organizer Pro.

I'd like to add notes to filenames. Ideally, when my mouse is over the filename, the program should either let me add a note or display any preexisting notes. Is there a program for this?
There are a few ways to accomplish this, the first being Atlast! File Notes Organiser 2.7 (download, $29). This is more than just a file annotator; it is a full replacement for Windows Explorer and includes a ZIP utility, the ability to catalog notes for removable media, and an option to prompt you to add notes to files as you save them. Its interface is simple, and managing file notes is a breeze....

Sometimes it's hard to keep track of all the funky file names on your system, especially if you're a frequent downloader. How are you supposed to remember what "1111i32.exe" stands for, anyway? With File Notes Organiser, you can write detailed notes for all the files and directories on your system (including compressed ZIP files) so you'll never have to play the filename guessing game again--or even worse, delete necessary files by mistake. All the notes are stored in a tabbed catalog; listed files are color-coded by type, and can be filtered by type as well.
